Science and Technical Cell (STAC) Course

Following the Buncefield fire of 2005, the Cabinet Office reviewed the guidance around the delivery of health, technical and scientific advice during a major incident, then covered by the Health Advice Team (HAT) arrangements. Following this review, the Cabinet Office released updated guidance in April 2007 outlining the concept of the Science and Technical Advice Cell (STAC) to replace the HAT arrangements.

The Emergency Preparedness Training Department of the Health Protection Agency has developed a two-day training course which will train personnel who could act as STAC Chairs.

Learning objectives

By the end of the course, delegates will be able to:

  • Explain the roles and responsibilities of STAC.
  • Describe the regional arrangements for activating a STAC.
  • Explain the importance of leadership and communication skills in a crisis.
  • Explain the legal responsibilities of a STAC Chair.
  • Brief the SCG Chair effectively.

Assessment

There is no formal assessment at the end of this course. Delegates will receive an Certificate of Attendance.

Participants

The course is for those who have already been nominated to work in a STAC during an incident, as STAC Chairs.
