The number of people living with HIV in the UK continues to rise, with an estimated 83,000 infected at the end of 2008, of whom over a quarter (27%) were unaware of their infection.

In 2007 there were 2,691 new HIV diagnoses among black Africans, representing 40%o fall new diagnoses in the UK. The majority had acquired their infection heterosexually and in Africa. The number of new diagnoses among black Caribbeans remained low (189 in 2007), representing 3% of new diagnoses in 2007.

Sexually transmitted infections (STIs), including HIV, remain one of the most important causes of illness due to infectious disease among young people (aged between 16 and 24 years old). If left untreated, many STIs can lead to long-term fertility problems (e.g.with Chlamydia or gonorrhoea). Infection with HIV or the strains of human papilloma virus (HPV) that cause cervical cancer can lead to long-term illness and possible death.

The report's title, New Frontiers, reflects the movement of the NCSP this year into a new scale of operation within a new NHS environment and the new opportunities for community-based collaborative development across the health economy of England. In this third year of implementation, the Programme has confirmed that screening for chlamydia can be delivered safely and effectively in a wide variety of medical and non-medical settings and via both statutory and voluntary providers.

This report describes the important work being undertaken by the Health Protection Agency, the Scottish Centre for Infection and Environmental Health (SCIEH), the Regional Information Branch, Department of Health, Social Services and Public Safety (DHSS&PS Northern Ireland); National Public Health Service for Wales Communicable Disease Surveillance Centre; the Unlinked Anonymous Surveys Steering Group and collaborators in understanding the distribution and determinants of sexual ill-health in the UK today.
