Unit 3: Putting and keeping health at the top table

In any host city, many stakeholders seek a voice and a visible and important role in hallmark sporting events.  Despite its importance, however, health protection is rarely at the top of anyone’s list of priorities during the bid process and beyond, and public health officials have historically been absent from the 'top table'.

Public health agencies must be prepared to take an assertive, proactive approach to claiming a place for health at the top table.  To ensure optimal outcomes, health (and health improvement) must be a primary issue from the outset.  The organizers need to recognize and understand that optimal preparedness and timely and effective response to any incidents – coupled with attendant sustained improvements in public health infrastructure, health services, and health security – can improve a country’s international standing and image.

Public health officials must therefore be present and involved at the highest levels from the time of initial proposal development through planning, operations, evaluation, and sustainability.  Whenever possible, a 'champion' for health should be identified among the lead political supporters for the event.  The 'champion' must be well briefed and always have good access to public health advice.
